• Politics: Does the “state-capitalist” model of industrial development favored by
authoritarian governments, particularly China and Russia, pose a significant challenge to the
market-driven model preferred by the West? With President Putin and President Xi in power,
what are the macroeconomic implications for the global economy?
• Energy: As China is increasingly reliant on energy-rich Russia, is this a zero-sum game? What is
the extent to which a closer relationship between China and Russia push Europe to diversify its
sources of energy? Would reduced availability of Russian energy compel North America to
ramp export its gas in the form of LNG? How does the Middle East come into play?
• Finance: With Western sanctions crimping Russian borrowing, is China’s financial system
willing and able to ease some of the burden on Russia? Overall, would this help to stabilize
Putin’s position in Russia? If Putin appears threatened by the economic sanctions on Russia,
will China take deliberate steps to help preserve his government?
Dr. Lionel Vairon is the CEO of both CEC Consulting (Luxembourg) and Elysha Business Consulting (Tunisia), working on development strategies of companies and governmental institutions of various countries, assisting them in negotiations and finding partners in the investment sector. He has also been Special Advisor for the President of the Republic of Niger for the past two years. Dr. Vairon is well-versed on current events in China, including areas of politics, security, corruption, human rights, media and more. Dr. Vairon has worked as a journalist and editor, and served as a French diplomat for 17 years in Southeast Asia and the Middle East, and was assigned for five years at the French Ministry of Defense as an expert in the North Africa and Middle East department. He taught at the Institut National des Langues et Civilisations Orientales (INALCO), the Institute des Hautes Etudes Commerciales (HEC) and was Head of Seminar on China Geopolitics at the Collège Interarmées de Défense (War College). He is currently a visiting professor at several institutions, including the China Executive Leadership Academy in Pudong (Shanghai) and lecturer at the Institut des Hautes Etudes de Défense Nationale. Dr. Vairon is the author of “China Threat? The Challenges, Myths and Realities of China’s Rise” (CN Times Books, August 2013).
